Research on the Construction of Chinese National Park System Based on Sustainable Development Theory

Abstract: To make full use of Chinese natural heritage resources and achieve their sustainable development, it is imperative and necessary to construct Chinese National Park System. Based on the theory of sustainable development and the connotation of national park, this paper will discuss the significance of establishing Chinese National Park System and then propose some measures. Chinese National Park System can be constructed from four levels, including policy, management, economic and social levels, and through such ways as reconstructing the national conservation system, making laws and regulations, establishing planning system, setting up independent and specialized regulatory agency, adopting way of franchising, innovating funding investment mechanisms and establishing mechanisms of public participation.

In 2013, the Third Plenary Session of the 18th CPC Central Committee was held in Beijing, clearly put forward that our country would need to establish national park system and emphasized the importance and necessity of constructing Chinese National Park System from a legal perspective. Along with the increasing emphasis on this topic, the forestry sector and other relevant departments are actively taking some measures to promote the establishment of Chinese National Park System. However, Chinese National Park System can not simply imitate and copy mature experience of other countries to establish a number of national parks, but require the establishment of the national park system with Chinese characteristics according to national conditions. Based on the theory of sustainable development, this paper will put forward some ideas and proposals of the construction of Chinese National Park System, hoping to promote the sustainable development of Chinese natural heritage resources.

1. Literature review
   1. Sustainable development theory In general, sustainable development theory develops based on the connotation of sustainable development.In 1987,the World Commission on Environment and Development issued a statement named Our Common Future which clearly defined sustainable development as not only meeting contemporary peoplersquo;s needs,but also doing no harm to the future generationsrsquo;ability to meet their own needs. This definition was widely used later, which is also the authoritative definition of sustainable development theory. With the continuous development of the theory,the definition of sustainable development is gradually deepening, including three aspects of economic, social and ecological sustainable development. Only if these three areas develop as a whole, the sustainable development will be achieved. The connotation of sustainable development is shown in Fig.1.

Sustainable development theory denies one-sided view of development, that is,simple pursuit of economic growth. This theory mainly emphasizes the coordinated development of these three aspects of resource conservation, economic growth and social development. In short, the core of sustainable development theory lies in the coordinated and systemic development of the society, the economy and the resources environment, which would be realized on the premise of sustainable resource environment, economic growth and social progress. As far as the construction of Chinese National Park System is concerned, the park will be regarded as a complete system and incorporated into the framework of sustainable development, including economic, social, ecological as well as other aspects of sustainability. Besides, these factors can facilitate and coordinate each other, which is the idea of the sustainable development of Chinese National Park System.

1.2 Connotation of national park

The national park originated from the United States and its first definition was also given by the United States. The first national park in the world is the Yellowstone National Park in the United States. Later, other countries followed the United States and named many national parks. The original definition of national park was proposed by the United States Congress. In 1872,the US Congress passed the Yellowstone National Park Law ,in which the national park was defined as the public park or recreation place that people could benefit from and enjoy. Though this definition was widely used, yet there was no specific explanation on what kinds of parks should be defined as national park. The definition of national park from World Conservation Union (IUCN) was more authoritative and more widespread, which had been cited by many countries. According to the definition of IUCN, the national park was a piece of natural or near natural areas which were aimed at protecting a wide range of ecological processes and legitimate to draw, under the premise of ensuring the survival of the species and ecosystem integrity, achieving the harmony and unity of ecological environment and spiritual cultural, scientific research, environmental education, leisure and entertainment and other functions (IUCN, 1971). As can be seen from this definition, the national park should have some features including national representation, nature conservation property, public welfare and sustainability. There are fewer researches on national park in China compared with other countries, most of which have been carried out by referring to the research achievements of the United States and other countries. At the beginning, national park in China was referred to as nature reserve. Until 2008, national parks which were unified and managed by the state government had just sprung up. Then the experts and scholars had gradually begun to do research.

基于可持续发展理论的中国国家公园体系建设研究

摘要：为充分利用中国自然遗产资源实现可持续发展，建设中国国家公园体系势在必行。 基于可持续发展理论和国家公园的内涵，本文将探讨建立中国国家公园体系的重要意义，并提出一些对策。 中国国家公园体系可以从政策，管理，经济和社会四个层面构建，通过重建国家保护体系，制定法律法规，建立规划体系，建立独立专业的监管机构，特许经营方式，创新投资机制和建立公众参与机制。

2013年，中共十八届三中全会在北京举行，明确提出我国需要建立国家公园体系，从法律角度强调构建中国国家公园体系的重要性和必要性。 随着这个话题越来越受到重视，林业部门和其他有关部门正在积极采取措施，推动建立中国国家公园体系。 但中国国家公园系统不能简单地模仿和复制其他国家的成熟经验，建立一些国家公园，而是要根据国情建立具有中国特色的国家公园体系。 基于可持续发展理论，本文提出了中国国家公园体系建设的一些思路和建议，希望能促进中国自然遗产资源的可持续发展。

文献综述

• 1. 可持续发展理论

一般而言，可持续发展理论是在可持续发展的内涵基础上发展起来的。1987年，世界环境与发展委员会发布了一项名为“我们的共同未来”的声明，明确规定可持续发展不仅满足当代人的需要，而且不伤害未来几代人满足自身需求的能力。 这个定义后来被广泛使用，这也是可持续发展理论的权威性定义。 随着理论的不断发展，可持续发展的定义正在逐步深化，包括经济，社会和生态可持续发展三个方面。 只有这三个领域全面发展，才能实现可持续发展。 可持续发展的内涵如图1所示。

可持续发展理论否定片面发展观，即单纯追求经济增长。 这一理论主要强调资源节约，经济增长和社会发展三个方面的协调发展。 总之，可持续发展理论的核心在于在可持续资源环境，经济增长和社会进步的前提下实现社会，经济和资源环境的协调和系统的发展。 就中国国家公园系统建设而言，园区将被视为一个完整的体系，纳入可持续发展的框架，包括经济，社会，生态以及可持续发展的其他方面。 此外，这些因素可以互相促进和协调，这是中国国家公园体系可持续发展的思想。

1.2国家公园的内涵

1. 建立中国国家公园体系的意义

从经济角度看，国家公园体系的建立无疑能够促进区域经济的快速发展。 一方面，国家公园体系建设需要劳动力和管理人员。 而当地居民是最好的选择。 因此，通过提高当地居民的收入水平和生活质量，可以推动当地经济的发展。 另一方面，国家公园体系建立在保护与发展相结合的基础上，既保护了当地的生物多样性，又促进了旅游业，酒店业等相关产业的发展，从而带动了区域经济的发展。 例如，云南普达果国家公园接待游客615.5万人次，实现旅游总收入10.2亿元，为821名村民提供2500万元的风险投资，并吸纳了2006年至2013年间的许多当地劳动力

2.2 保护当地生态系统

国外设立的很多国家公园表明，国家公园机制的创建是一种相对均衡的生态环境保护与合理利用模式，也是生态文明建设的重要举措之一。 一方面，国家公园体系的建设可以有效保护当地的自然资源，有利于生态系统的保护，有利于生态旅游的可持续发展。 另一方面，系统的建立可以为自然保护体系的管理提供机会，为实施和优化土地空间开发战略发挥作用，也有助于提高生态保护的有效性。

2.3 实现人与自然的和谐发展

早期，国家公园的建立是以更多的利用和更少的保护为理念。 随着社会的发展，人们更加关注自然的保护。 中国自然公园的建设应在保护好原有保护区的前提下，在一定程度上保护区域环境。 如果人类不违背自然，自然会为人类提供令人愉悦的风景，从而实现人与自然的和谐。 因此，国家公园体系的建立有利于为人类与自然的和谐提供良好的机遇。

3 建立中国国家公园体系的措施

3.1政策层面的措施

中国国家自然保护体系基于此分类（表1）。

国家自然保护体系的重建使国家公园成为第二大类型，具体表明中国国家公园体系建设已成为国家战略之一。中国国家公园的专门法律很少。 中华人民共和国自然保护区条例（1994）和中华人民共和国风景名胜区条例（2006）等现行法律及其他相关法律法规对国家公园体系的管理有一定影响，但这些法律法规有对国家公园体系建设的影响有限。 因此，国家必须重新制定新的法律法规，以适应国家公园体系建设的需要，保护各国家公园的生态功能，保持原有特色，实现可持续发展。 国家应尽快征求学者和专家的意见，尽快制定国家公园法，国家公园条例等法律法规，为国家公园体系建设提供法律依据。 有关法律法规应明确规定管理制度，土地所有权管理，认可标准，区划分类，制定和实施规划，发展管理模式，融资操作，管理人员和志愿者建立制度，公众监督和参与机制等内容，国家公园的综合行政执法和其他方面。 在此基础上，地方政府应根据国家公园体系建设的实际需要，制定相关的地方法律法规。

3.2管理层面的措施

综合行动计划阶段和决策阶段。 要根据美国的经验建立中国特色的国家公园规划体系。首先，明确规划目标非常重要。 国家公园规划体系是国家空间规划体系的重要组成部分，对实施国家主体功能区和定义高价值的自然地界起着重要作用。 国家公园规划体系是土地规划的一项措施，也是建立国家公园体系的必要途径。其次，制定合理的决策程序和框架至关重要，

具体见图2。

可以发现，规划系统分为长期，短期和当前的计划。 每个阶段都有明确的目标，内容和实施步骤。 长远规划是一个愿景，具体实施应纳入短期和现阶段规划，规划体系变得合理有序。 合理的规划框架为建立国家公园规划体系奠定了良好的基础。 最后，实施规划内容至关重要。 国家公园规划内容的具体实施可分为国家级和省级。 在国家层面，要制定和实施国家公园发展规划，明确规划思路，目标和具体实施步骤，选择好试点地区，确定国家公园名录。 在省级层面，根据国家层面，组织各试点园区的园区规划，确定土地产权，功能规划，管理目标，项目布局等主要任务，并提交给中央政府批准。作为区域交叉或重叠和不明确的财产等。 国家公园管理部门的日常开支应依靠国家投资，充分反映其普遍性和公益性。

3.2.3采用特许经营模式

特许经营是指政府依照有关法律法规，通过市场竞争机制选择公共投资者或者产品经营者的制度，在明确的时间和范围内明确公共物品或者提供服务。 一方面，国家公园要充分调动社区参与国家公园保护，管理，开发和经营的积极性，采取特许经营的方式，这应在国家公园公益性的前提下得到保证。 另一方面，要严格区分管理权和经营权。 国家公园服务局负责广泛而广泛的宏观管理，这些合格的开发公司可以在获得国家公园服务局特许经营权转让的前提下，按照国家公园服务局通过的规划进行开发和建设。 同时，这些公司应负责自己的业务和独立开发的项目，这与国家公园当局没有任何关系。 因此，国家公园体系有了进一步的发展。

3.3经济层面的措施

从经济层面来看，中国国家公园体系的资金筹措机制应该得到创新。目前的财务机制的中国国家公园主要依靠他们的门票，从而导致价格越来越高，这与国家公园的非主要特征背道而驰。国家公园属于国有合作关系，应由国家投资出资。对于美国来说，国家公园的资金来自 国家资金，国家资金严格限制门票的成本，国家公园管理局绝对不允许颁布创收的经济指标。因此，我们可以借鉴美国的经验，设立国家公园中央政府专项资金，为国家公园体系建设提供资金支持。另外，我们的国家可以通过社会捐赠创新筹资机制。例如，我们可以通过呼吁非政府组织成员，企业或个人等社区成员为国家公园体系建设做出贡献，建立国家公园基金会。此外，这些特许经营公司应对园区的日常管理和运营收取一定的费用。

3.4社会层面的措施

从社会层面上，建立中国国家公园体系的公众参与机制。 政府和一些公司在中国国家公园体系建设中发挥主导作用。 然而，政府通常追求绩效，企业往往寻求最大的利润，从而忽视了对公园的保护。 因此，为促进国家公园体系的可持续发展，应建立公众参与机制，负责国家公园的整体管理。 社区居民在创建国家公园体系中也起着重要作用。 在规划和决策时也应考虑社区居民的观点，让居民有机会表达自己的意愿和机会。 另外，他们也可以在监督中发挥作用。 在国家公园体系规划中，应鼓励专家学者，研究机构等单位发表意见，为园区机制建设制定高水平的管理决策和科学规划。 我们也可以借鉴美国建立的志愿者体系，可以广泛吸收社会力量，缓解国家公园的资金压力

4.结论

以可持续发展理论为基础建立中国国家公园体系是促进中国自然保护体系发展的重大机遇。 国务院应设立领导小组，组织政府人员，有关专家学者，研究机构和保护区参与国家公园建设。 虽然国家公园体系的建立面临诸多困难，但我们有责任继承中国优秀的自然和文化资源，促进国家公园的可持续发展。中国国家公园体系的建立将有助于保护自然资源，这将造福我们的后代。
